Called to Order:  7:30 PM under the M.G.L. Chapter 131, s.40 and the Hanson By-Law 1-13, s.5.  by Phil Lindquist, acting as Chairman in the Conservation Office at the Town Hall

Public Hearings
7:30 PM  Request for Determination (RDA) for the repair of a failed septic system at a 603 Main Street, Assessors Map 33, Lots 17E with owners Joseph & Carol Connolly.
The plans were presented.  The property had been flagged by Tyler Nims, P.E., 356 School St., Pembroke, MA.  The system has been Title 5 approved.  Ms. Cassady arrived at 7:35 PM and indicated where the haybales should be placed.

8:00 PM RDA for a proposed paving of existing gravel driveway at 610 Main St., Assessors’s Map 41, Lot 2A-1B with owner Stephen Croghan.

Mr. Croghan presented plans for paving over an existing gravel driveway.  The plans call for a 750 foot asphalt driveway, 10 feet wide, with the edges loamed and seeded.  The driveway will be basically flat, with no increase in velocity of runoff from the present driveway.   Mr. Lindquist would like to schedule a site visit.    Mr. Croghan asked to extend his Request for Determination so that an inspection can be made.

Appointments

7:45 PM  Appointment with John Aiello

Mr. Aiello had several concerns that he wanted to bring up to the Board:

He would like the draft minutes of the August 12th meeting to be revised.  Also, Mr. Aiello would like to be notified if the cost of making copies is going to run over $10.00.   In addition, Mr. Aiello wants copies of all site visits done by Mr. Grattan from Jan. 1, 2002  to the present, even those that were not signed by Mr. Grattan.

Mr. Aiello brought up Amy Gardner’s recent Extension Permit.  Ms. Gardner recused herself from the room.  Mr. Aiello cited the 30-day notification that is needed in advance of an Extension.   

Also, there were two requests that he had made that he has not received:  A site visit report for Silverleaf Co. with Patricia Cassady & Ron Grattan and a site visit made on April 5, 2002, Map 93, Lot 7.

8:15 PM  Appointment with Karin Murley, owner & Dick Murley of SilverLeaf Landscape & Design to discuss their plans for business.  (Actual time:  8:43 PM)

Karin Murley and Dick Murley presented an old plan that had been designed for the previous owner.   They had just come from a Zoning Board Hearing as there have been many complaints about dust from the activity on the property.  They would like to move their loam screening from it’s present location to the back of the property and wanted to know if this was possible.  Ms. Cassady noted that she had been to Silverleaf several times to make inspections and to make sure that all activity was out of the 50 foot no disturb zone.  She reiterated to the Murley’s that they would have to file a new Notice of Intent with a new plan if there were going to be any changes in the original Order of Conditions and if there was any new activity in the 100 foot buffer zone.

Discussions

        The Board officially welcomed new Member, Craig Nicholson to the Conservation Commission.

Ms. Cassady asked if a Board Member would accompany her on site visits this week.  Amy Gardner said she would be available on Thursday so it was agreed that they would meet on Thursday, September 25th at 9:00 AM.   Mr. Nicholson mentioned that he would also be available for site visits.

Ms. Cassady mentioned that Mr. Allegrini had been in recently and discussed the problems that he was having with his tenant.  He is trying to get Bob Nickerson to comply with the Enforcement Order at 1139 Main St..  Mr. Allegrini will be in touch.

Ms. Cassady also reported that she had made an inspection of the property on West Washington St., Assessor’s Map 92, Lot 23.  The Commission has submitted an Article for Town Meeting to transfer this lot to Conservation for Open Space.   Mr. Lindquist asked for her general appraisal.  Ms Cassady said that this lot has wetlands.  There is some upland.  It is her opinion that if there had to be a crossing for access to this property, there would be a need for replication.

Mr. Bernie Munroe of Land Planning, Inc. came in at 9:15 PM to ask if Ms. Cassady could make a site visit at 208 Elm Street.  There is a proposal for a new subdivision there and he would like to know if he can proceed with percing the lots.  Ms. Cassady wants to take a look before the perc tests and scheduled a site visit for Thusday.   She will contact him if there’s a problem.

Orders of Conditions/Determinations of Applicability/Certificates of Compliance

Orders of Conditions for construction of a Retirement Community, Stonebridge Commons,    DEP #175-397, located at Liberty & Winter Streets, Assessor’s Map 90, Lots 5 & 5A and Map 91, Lots 14 & 16, applicant, Mark Ridder with special conditions:  see attached

ANRAD (Amended Notice of Resource of Area Delineation) for Mark Ridder, for Liberty St., Assessor’s Map 91, Lot 14 & Winter St., Map 90, Lot 5 DEP #175-346

Orders of Conditions for installation of a new septic system at 112 Whitman St., Assessor’s Map 106, Lot 0006B, DEP #175-407, owners Ray Facillo & Nicole Coyman with special conditions:  1.  Prior to the start of any work, an erosion control barrier shall be installed (silt fence & double staked haybales with stakes cut level with the bales).2.A site inspection shall be scheduled with the Commission and/or it’s Agent to make sure the erosion control barrier has been installed correctly prior to the start of construction.3.The erosion controls shall be installed in the same locations as shown on approved plans.4.The erosion control barrier shall demarcate the limit of work on the site.5.The erosion control barrier shall not be removed until the site is revegetated.
